The pilot took the decision to compensate for winds and land on 2 wheels, but wasn’t trained as to how the reverse thrusters work? If you take a decision that prevents you from using a feature of the system, you’d better prepare a plan B to compensate that as well …. the pilot should’ve compensated somehow for the lack of reverse thrusters, which he should’ve known he wouldn’t have at his disposal.
